This is a possibility if you are doing custom offset printing, and buying some number of books, like 100-1,000.00. If you are doing print on demand through a company like IngramSpark, Amazon's KDP Print, Lulu, Lightning Source, etc., this is not a possibility, as customized inside cover printing is not included in those programs.  

We suggest instead that you consider suitable front-matter pages for maps like that, or back-matter.  There's always a way!
